Speculation has gone into overdrive as negotiations around the government of national unity continue behind closed doors. The latest development in the ongoing story is that President Cyril Ramaphosa has issued a notice for a joint meeting of the National Assembly and NCOP for the 18th of July, could this be the proverbial light at the end of the tunnel. We bring in our analyst, Sanusha Naidu to help us make sense of what could be happening behind closed doors.

    The DA wants less than what their quota entitles them to .
    The DA is prepared to compromise and is being reasonable.
    The ANC is having difficulty in sharing as this is new to them.

    It boggles the mind what kind of people or leaders we have in this country where things that are supposed to be private and confidential find their way out into the public?.what kind of people are involved we can't have a secret as a nation?.this is worrisome honestly.all the time key discussions find their way into the media including ANC NEC meetings done behind the closed doors things still come out

    Thers a minority white people in the DA. Lots of black, coloured and indian people citizens of this country and no klu klax clan.

      The DA is certainly not doing anything for other groups than the whites. I can see that in the Cape Flats. Stupid people of other races vote DA because they are using SWART GEVAAR tactics to scare people. Now the PA is there for them and the DA are trembling in their boots that is why boxes of ballot papers was found in the Western Cape. Their number of votes is not legitimate.

    You calculate the Cabinet seats in proportion to the total number of seats, mainly for DA. The one party MPs don't get Cabinet, if they do - it's from the ANC proportion as they invited, someone with one seat, hardly have a national Constituency.
    The ANC is behaving as though it won elections, no.....the DA helped elect the President.
    The IFP, PA, are proportionality 1 Cabinet each, VV - Deputy Minister.

    Ramaphosa is negotiator, but seems so in 1994 as the ANC was at that time used apartheid as starting point to overruled the National Party. Analysts must get their points straight. It looks like they are all captured or afraid of the ANC.

    GNU eliminates the political concept of OPPOSITION..No opposing as the Parliament work together to debate laws and pass instruments to be executed by the Executive..
    In a perfect and fully practiced GNU , ALL elected Political Parties enter into a Power -sharing-- arrangements of the Executive proportionate to their elected vote percentage...and this must include all ,not a coalition of few parties.
    National unity government, government of national unity (GNU), or national union government is a broad coalition government consisting of all parties (or all major parties) in the legislature, usually formed during a time of war or other national emergency (and indeed unemployment,poverty rates are high)
    A unity government according to the principles of consensus democracy lacks opposition( or opposition parties are too small and negligible)
    coalition government, or coalition cabinet, is a government where political parties enter a power-sharing arrangement of the executive. Coalition governments usually occur when no single party has achieved an absolute majority after an election. A party not having majority is common under proportional representation, but not in nations with majoritarian electoral systems.
    There are different forms of coalition governments, minority coalitions and surplus majority coalition governments. A surplus majority coalition government controls more than the absolute majority of seats in parliament necessary to have a majority in the government, whereas minority coalition governments do not hold the majority of legislative seats.
    A coalition government might also be created in a time of national difficulty or crisis (for example, during wartime or economic crisis) to give a government the high degree of perceived political legitimacy or collective identity, it can also play a role in diminishing internal political strife.
    In such times, parties have formed all-party coalitions (national unity governments, grand coalitions). If a coalition collapses, the Prime Minister and cabinet may be ousted by a vote of no confidence, call snap elections, form a new majority coalition, or continue as a minority government.
    The best GNU Can only be achieved when the power for executive positions is eliminated..
    THE PROBLEM
    Here surfaces the issue of Coalition government, or coalition cabinet, is a government where political parties enter a power-sharing arrangement of the executive. This is one of the reasons complete transformation from majoritarian to GNU fails..
    Why...because the Political ideology of having a One Party Majority system still lingers.
    Only two perfect options to perfect GNU....In considerations of current Constitutional instruments, are
    Let All parties be represented in the Executive by their ELECTED Vote percentage. All parties should forward their desired candidature (equaling their percentage in parliament)to the Consulting Council which is represented by all parties.
    Secondly and Lastly..
    The best medicine to eliminate the hunger for Political Parties power struggle of Cabinet positions is to allow for All Executive positions to be applied for and Vetted by Parliament...No MP 's appointment to Executive possitions...All other inportant positions like of intelligence..police. defence...judiciary..let them be decided for by Parliament...not President..his duty just be to execute what the parliament pass as wholly debated laws and policies that are monitored by parliamet..

    DA accepting the current terms is Political Suicide, may as well walk out here’s a snippet explaining why…
    “What this potentially means for ANC coalition partners is starkly illustrated by the prior experience of the Inkatha Freedom Party in national government. After the 1999 election the ANC continued in its coalition with the IFP, giving that party the ministries of Home Affairs, Correctional Services, and Science and Technology.
    In all three cases ANC loyalists were inserted as DGs, below these IFP ministers. In the case of Home Affairs, Mbeki appointed one ANC ex-intelligence officer as Mangosuthu Buthelezi’s DG in 1999 and then another in 2003. He also appointed an ANC ex-intelligence officer as DG of DCS in 2001. The effect of this was to allow these two IFP ministers the trappings of office but neutralise them politically by ensuring administrative control of their departments was in ANC hands. This was especially so as the ANC majority in cabinet had the final say over policy, which was binding on those IFP ministers, as well.
    This was an expertly executed political version of the German military manoeuvre called the “kesselschlacht” (battle of encirclement) whereby you force your opponent into submission not by a direct assault, but by encircling them and cutting them off from their supply lines, and their avenue of retreat. The ANC destroyed the National Party of FW de Klerk in the first GNU in a similar manner, as described here.
    This policy of deploying ANC loyalists to top positions in the state has continued to this day. In an affidavit submitted to court last year in defence of cadre deployment President Ramaphosa stated under oath that the Cadre Deployment Policy “applies to senior positions in government such as Directors-General and Deputy Directors-General”. And he also vehemently defended the right of the ANC to deploy cadres to these and other positions in the state machinery that it controlled.
    This means that once they have agreed to serve in cabinet any new DA ministers are going to take over departments whose top ranks are, according to President Ramaphosa himself, staffed with ANC deployees. Directors-General are employed on fixed five-year contracts and in terms of the current regulations, should a vacancy for head of department arise, the selection panel should be made of the minister of that department, two other ministers, and a national head of department. The panel would need to reach consensus on their preferred candidate and cabinet would need to approve the choice before the President made the appointment. When it comes to choosing a new DG for their department, the DA minister could potentially be outnumbered three-to-one by ANC people on the selection panel for the appointment.”
    …the deal is poisonous in its current form.

    My take on this is that I am disappointed with the DA. This time around I voted for the DA both provincial and national. In the past I spilt my vote between national and provincial depending on where I lived. DA please stop your childish bickering and let's move on.. Otherwise the ANC must engage the EFF. NO MK please. I used to live in that province but left 24 years ago. Lets move on please

      In other ciubries the bickering kep on for 6 months. Cyril must be honest with his choices and dont make DA the underdogs carry them on the backs. The lost majority vote and MUST act fairly accordingly. CR THINKS HIS STILL IN CONTROL. Power must be shared percentage wise if you lost CR
