I am truly sorry for not responding to your comment UA-cam was not telling me correct information etc..... If you are still interested or still having problems, please check out the updated video (Part 2) and if you like, read the description, it might help the problem that you may still be having with the game.
Keep in mind you also need atleast 800 exp for a dispersal wolf to want you. Get exp by hunting elk, being a skilled hunter of elk means the female (or male) will want you as their mate and trust you to provide for their pack.
The brighter it is the closer you are to the wolf and the dispersal wolf's can be found in a place called mountain u forgot the rest on the name but it's something like that
I know I’m pretty late, but for anyone who still plays this game, in order to get a mate, you’ll also have to have hunting experience. For example, kill at least 20 cow elk (easiest elks to kill) and a few coyotes, like 5-10. Then you’ll have more of a chance to find a wolf a different gender.

My first step for figuring out why, you can't get a mate is checking the xp level, you said you indeed hunted elk, I will have to bootup the game here and check how to check xp level, your xp level must be at least 800xp or even more. I hope this helps, I will continue figuring out your problem and testing it out for myself, I hope this little bit helps for the moment, I am so sorry for not responding sooner.
I would believe that you walked out of his territory and the game is just letting you know that, but I still might need a little more information on what your trying to say.

Thankyou for commenting, For my understanding, I am a male wolf and I interacted with every wolf in every wolf pack in the game, until I found a wolf quite like myself and the game told me, this is the type of wolf that is like you, and you can interact with the wolf and you will get to the point where you can start a pack and move on to the next part of the game.
