Lets begin by the fact that what you call a foreign aid is about 0.7% of Israels GDP.
If you think what israel gets is aid then you are delusianal or simply ignorant of the facts.
What Israel gets is basically coupons to buy an earlier decided on weapons from American manufacturers. Israel goes on to test the weapons in combat, modify and optimize them, and give feedback to the manufacturers. Add to that the importance of Israel's security where key R&D work for American tech companies is being done and you understand that the US is basically just investing in it's own arms manufacturers and in it's own economy and security.
Btw, Israeli companies in NY alone contribute around 30 Billion$ to the local economy.
Building your case on foreign investment per capita and then calling it "aid" is a faulty biased anti israel way of looking at things. This is not an aid. This is an investment. You should not measure it by per capita of the recieving nation but by the return on investment the US makes. As opposed to the foreign investment in Israel, this is what aid looks like, with nothing gained back in the us mainland: Afghanistan gets almost 5 billion$ a year. Jordan(~2 B$), egypt(~1.5B$) ...
If anything the US should be investing more in Israel or at least prioritizing the comming decade considering the immense threats and tech competetion with china.
