Died when farming tech displaced humans. Many people left and a sparse population remains. There aren't enough people for businesses to move there. There isn't a lot of investment in schools, which graduates students who can't read. It's a really awful cycle. It's also a food desert in the middle of fertile farmland, however, not sure what the status of that land is after flooding in 2011 and many natural diasters.
If I see a boarded-up house with great potential, can I just come and restore it and live in it? What’s the law? Who’s the owner of these abandoned houses?
