I think it's a ref to Clockwork Orange. Cartman is Alex DeLarge, of course. I think the "milk" placed in the frame is meant to tip you off. Alex drinks milk while pondering how next to employ his gang of "droogs" (from the Russian word for 'friend') in a fun night of "ultraviolence."
Fun fact: in the book, Alex doesn't have a last name, but Stanley Kubrick decided to call him "DeLarge" for a last name b/c this one time in the book and movie he bangs two (I think) 12 yr old girls while he's maybe 16, and during the book version his inner monologue calls himself "Alex The Large"

1:31 Judging by Kyle’s face, dumping a nice girl because of poor time management is pretty stupid.
It kind of is. I feel like it's understandable to be upset about that... but you should probably talk to your partner about that and be patient that they move on from that. That's a super petty reason to break up with someone if it has only happened like once or twice thus far in the relationship and honestly it can be easily remedied with a conversation. However if it gets too much and y'all are late all the time to stuff because of your partner not being responsible (plus you already talked to them about all of that and they aren't even showing signs of changing) then maybe thats a discrepancy in the relationship and y'all aren't compatible.
It is, a lot of relationships are like this. I've been in relationships, and this has happened to me before. The only reason Cartman is angry is because he's spoiled and greedy, not to mention petty, but we all knew that. Him complaining, is pretty childish no pun intended.

I'm a little surprised, I'd have thought Cartman would be more concerned with his Halloween candy than trying to dump a girl.
She ruined his chances at getting a good pumpkin because of her, to him, time management issues. Halloween for this season was kind of messed up anyway, so trick-or-treating would've been difficult to do. That's why the boys were trying to come up with a plan to get rid of the witch so that Halloween could be normal again.
