I can't help but recall my visits to my then wife's family living in an eastern block country, and me asking how it was that all cars, buildings and gardens were so well maintained / clean and tidy? I was informed that degradation was promptly reported and the culprits were criminally charged and fined. Surely at least our local authorities ought to have the power to triple the culprits' council tax?
