Most of the time the Ki attack are faster then the characters themselves. They can sense the attack coming, but they can't dodge it. That or they want to gloat about there superior strength by taking the attack head-on.

The Kamehameha was created by Master Roshi. So I agree with you that you don't need to be a saiyan but Cell has saiyan cells in his body so he should be excluded from your list.
