You'll probably be eligible to apply, however, depending on your qualifications you might not be able to find a job with a high enough salary to remain long-term in Germany. You need to realistically evaluate your profile.
It depends on how much you would be earning and how much you'll pay for rent. If you earn enough to cover your expenses, you don't need a blocked account.

Although it is not a requirement for the Chancenkarte, I would highly recommend having your degree evaluated by the ZAB. It only costs 200 euros and provides employers with an easy to understand certificate. APS certificates are only required if you want to apply for a study permit.
