I have happily listened to Paul Buchanan for over 30-years. Seems like I introduce his music to others more often, and they have never heard of him. Love HATS and WALKING ON ROOFTOPs EPs. Missed a live concert several years ago in Atlanta to see him, sadly.
I've always interpreted Toledo as a rehab facility and the song is talking about "getting sober and clean" and the people in the rehab, with the singer being one of them. Just my off the wall interpretation.

God, this is great! Paul Buchanan has very sparingly put out masterpieces for decades!
