Around by me, they find the leak, then shut the water off, then dig the hole and start making the repair, then back fill the hole and turn the water back on again. The water will have some dirt and crap in it for the first few minutes though.

The sad thing is. I work for a city and we aren’t required to wear PPE or have a ladder
You're working for the wrong city. We usually have shoring too but it was quite shallow here so we just went with a larger hole

The smart thing to do would be to shut the water off first, then do the repair.
You have to work it under pressure to reduce the chances of back siphoning anything into the water main. The main problem is trenching and shoring.

well its not a leak. its an old saddle for a water service. no need to shut the water off for that. I've done many of them. you get wet but thats ok
