Late February or March would be a good time. They'll get natural cold stratification. It doesn't seem as important when the plants drop seeds on their own. They pop up right away.

I'm in Montana, zone 5b. I ordered 3 crowns on ebay one year ago, mid summer. I think I ended up with 3 crowns and a piece of root. I put them in pots and kept them outdoors in the sun and watered. They sprouted and grew somewhat. In the early fall I planted them in the ground. By the following June they had grow into 4 bushy thick plants, 2-3' tall. Some of them I have to trim back because they're shading my other plants. (Note: plant them to the north, not the south of young fruit trees!) I can now start propagating them to put in other places.
I did the same with a few Jerusalem Artichoke root cuttings and one hops root cutting from ebay. All are growing well, and the Jerusalem Artichokes are now 4 feet tall at the end of June.

You can clip a few leaves and poke them into the soil around the base of the plant. This will help prevent the top of the soil from drying out plus provide enough food for them to live long enough to shoot deep roots below and beyond their topside environment. Past the drought (which can appear to wipe them out - until the rains come again) and below any lingering weed killer that might be hanging around in the topsoil. They go deep and will find both their own food and water sources. And once that's done, they'll flourish topside. Sort of like boxwood. It looks like they're not doing anything but just barely surviving UNTIL they find their own resources. THEN it will seem like they want pruning every 5 minutes ROFL! It really is best to let C find their own way. Not only will they be healthier, they'll also be more nutritious.

One thing that seems to be missing for this video is a reason to grow the common comfrey. I understand that it's possible to do with a little extra work and some extra diligence is required to prevent spreading. Why not simply choose the course of least resistance?

Nice informative video. I have planted root cuttings several times that I bought off the internet. 3-4" pcs. Most I planted in the ground, 2, I planted in containers. The container ones grew until my chickens jumped up about 3 feet on my stand and ate them, then knocked them over. Now, I am starting from seed today and in process of cold stratification. Some in paper towel and some in small tray I put in bottom of fridge. My wife has a greener thumb and she just retired, so here's hoping. Subbed, liked, and black belled. Hoping my little channel starts growing, but I don't put enough videos out and need to make them better. lol

A lot of the pieces I placed in the ground didn't come up for months. I thought they were duds 😂. Just remember the comfrey you start from seed can also produce it's own and take over. Easily solved by removing the flowers before they seed out
