Ei was trying to change the rules of her nation to update it and make the nation better for the people, but the shogun was created to keep the rules the same. That scene ( 4:26 ) was showing the fight that Ei needed to win in order to change the rules of Inazuma. :)

I just wanted to let you know that Raiden's weapon (Engulfing Lightning) is called a Naginata (of which Mitsuri might have known of because it was primarily for women married to Samurai, and a common weapon amongst the ranks of the Japanese army) But, the camera WAS moving quite fast, and the camera was not focusing upon the weapon so this comment/history thing makes little to no sense creating, but its always nice to learn something new!
