Raiden Shogun isn't Wanderer's creator and in this voiceline Scara are definitely speaking about his creator. He may not know Ei's real name, i don't really remember, but that doesn't matter. His feelings stay the same: Wanderer isn't ready to forgive her.

I feel like wanderer has a right to be mad but I feel like ei didn't say anything because he would try to come back and convince her not to leave him, so she didn't say anything for that reason and wanderer shouldn't be controlled, I think ei did the right letting him go but she could have done it in a better way personally.
