I'll answer some of ur questions without spoilers: 1st what's important about the penthouse? we don't know yet, all we know so far in episode 1 is what Ekko (little man) told Claggor, "the owner paid in gold and didn't even haggled" he followed him to know where he lived and tip our main cast the location so they could rob it, there will be more answers about it in episode 2, 2nd yes the enforcers are the police in this universe/city, they wear the mask cuz the air in the undercity is bad quality and semi toxic and people that live in topside/piltover are not used to it.

You don't need to play or know anything about the game to enjoy or understand the story, the show will give u everything necessary, in fact I strongly advise u not to play the game, I played it for 10 years, the game itself is fun and enjoyable, but the playerbase is the worst thing you can imagine, I read long ago someone had the perfect analogy of what it is to play league of legends, it's like playing basketball (fun and enjoyable 5v5 game) but you are going to be playing with teammates that are going to make it miserable any way they can, they are going to non stop insult you and blame you for everything that's going wrong in the team and then once they snap they will now start passing the ball to the opponent team and try to block ur shots to lose on purpose for the remainder of the match, it's a nightmare. Most of the players love the game, the media, the series, the cinematics, the music videos, the competitive scene- esports, the lore, everything around the game is fantastic except playing the game itself.
