To Henry’s defense historically the one time a woman before Henry VIII’s reign ruled England was Matilda, and it didn’t end well to say the least. I do believe Henry I wanted Matilda to rule after him but in the end she had to have heirs and a husband would always in this time have more power than the wife. Matilda’s throne was given to Stephen for being male. Naturally after her disaster it was concluded that a woman ruler in England specifically was not enough and not stable. This was a patriarchal society where a Princess is not enough to hold a throne. If he didn’t provide a male heir everything his grandmother and father Henry VI and Margaret Beaufort built would all be lost after him. The throne the Tudors had was stolen at best by the Yorks. His father’s reign was plagued with rebellions and fear of males with York blood taking over. No where near as royal as the Yorks and other families across Europe. Henry VI had to marry a York princess to strengthen his weak claim despite winning the throne through war. A war of succession could occur to England again if the throne was secured with a Tudor male heir. A girl was considered sadly not enough. Henry had no way of knowing if Mary or Elizabeth would be enough to secure the Tudor dynasty so his mother and father’s hard work doesn’t just go up in flames. To Henry’s defense historically the one time a woman before Henry VIII’s reign ruled England was Matilda, and it didn’t end well to say the least.
I do believe Henry I wanted Matilda to rule after him but in the end she had to have heirs and a husband would always in this time have more power than the wife. Matilda’s throne was given to Stephen for being male. Naturally after her disaster it was concluded that a woman ruler in England specifically was not enough and not stable. This was a patriarchal society where a Princess is not enough to hold a throne.
If he didn’t provide a male heir everything his grandmother and father Henry VI and Margaret Beaufort built would all be lost after him. The throne the Tudors had was stolen at best by the Yorks. His father’s reign was plagued with rebellions and fear of males with York blood taking over. The Tudors had Lancastrian blood so like the Yorks descended from the Plantagenet dynasty but they were of a legitimized formerly bastard line from a woman Margaret Beaufort not even a man. No where near as royal as the Yorks and other families across Europe. Henry VI had to marry a York princess to strengthen his weak claim despite winning the throne through war.
A war of succession could occur to England again if the throne was secured with a Tudor male heir. A girl was considered sadly not enough. Henry had no way of knowing if Mary or Elizabeth would be enough to secure the Tudor dynasty so his mother and father’s hard work doesn’t just go up in flames. England couldn’t afford another war of succession especially after the cousins war.
I’m not saying I agree with Henry, just giving some perspective as to why he would think Elizabeth was not enough. Remember we can’t judge a historical figure solely off of our modern ideals and beliefs. We don’t have to agree but we have to understand

Henry was such a tragic character in history. Having one whish and being mocked for it long after his death. In reality, he wasn't cruel or evil. He was just a man who got obsessed with his ideals.
