Corrections:
In rhe third example, TO is a part of the verb BEEN (BEEN TO). It's more of a prepositional phrase.
TO in the Infinitive phrase is not a preposition. It's different.
In the fifth example too, TO is working as a preposition. Yes, it does work as an adverb here. But to the core, it's not an Infinitive phrase, call it a prepositional phrase.

(Mene dekha ki vo chori kr rahe the... I might not have seen the entire action of stealing)
