Hi Angie, it is to help the sewing foot slide better over the oil cloth. Because oil cloth is very slippy a normal sewing foot gets stuck on it. Instead of baking paper you can also use a Teflon sewing foot.

hi! the tracing paper is to put over the oilcloth so that your sewing foot doesn't get stuck on the oilcloth, so it helps it slide smoothly! you can buy a "teflon" foot that does the same thing...
