To all your points of "this is universal century", it's worth mentioning this is Late UC, and the way combat works has drastically changed, since armor is practically useless at this point due to high powered beam weapons being ubiquitous. The Crossbone is meant to be primarily a high-speed close quarters combat suit. Having equipment that can literally grab an enemy MS and drag it into CQC range makes sense, in this context. The scissor anchors on the skirts can also hold the Beam Zanber canonically, adding a substantial reach to a chonky beam saber. Good luck having an evasion macro programmed into your MS that accounts for melee weapon with reach and flexibility.
To add to the point of combat having changed: remember in the Manga where the X3 pilot (I think he was blind at that point) was using his beam rifles in sword mode as ranged weapons. He had the scissor anchors hold the guns in sword mode and swung them around. He even said "it feels like I'm in a game", or something like that.

Because why block a beam in melee when you can block all beams from a good range around? (Because you can't stab people with an I-Field and, more interestingly, the crossbones' atmospheric reentry gear involves using the beam shields as a heat shield; in the manga the X-3 had an adapter that let it equip a beam shield over the I-field generator for that purpose)

The right arm blue part is X-3's I-Field generator, When it operate, the armor will open and the fields generate at the palm of that hand. X-3 is the 1st ms saiz Gundam build in with I-Field generator in Universal Century (each in one arm, so that's two of them) It can block or bend beam attack, OR, even reflect beam attack back to enemy (requires high skills or NT awareness), X-3 successfully block and counter a Muramasa Blaster attack, and block and return a MEGA BEAM CANNON attack in manga. (cross bone story is amazingly easy digest even for non uc or gundam fans, recommended) GP-03 also equip I-Field, but is attached in the MA suit - Dendrobium, not build in.
