Minimum Public Offer, Minimum Subscription and Underwriting in an IPO

Companies doing an IPO must offer a minimum number of shares through the IPO. Of that, there must be a minimum level of subscription of these shares by the public. Else, the IPO fails. In the middle of all this, where does underwriting fit in?
