The reason it was VETOed is because the draft resolution is only banning WMD in space but does not address non-WMD weapons. Russia wanted an amendment that banned ALL weapons in space.
The reason it was vetoed is because US/Japan refused to include the amendment.

US/Japan wanted ban on ONLY WMD in space.

It's the timing. Russia doesn't want to be accused of hypocrisy. If they approve the resolution now it would look bad when using the terrestrial weapons in maybe Ukraine or UK first as was once said they would or wherever it is they intend to deploy.

I was drugged and brainwashed. While I was on drugs, they got me to agree to things I wouldn’t have agreed to if I hadn’t been drugged.
