Why, after all this time, the sign doesn't just simply say, "Do not touch the horse or the soldier." I don't know. It would save an awful lot of problems.
I think a strict "no physical contact" rule would be easier for everyone to understand. Everyone knows where they stand if the boundary is clear. Nobody needs to grabbing and pawing at the horse anyway.
