It's not a scroll you need from him, you need a tattered note there is a scroll which is a completely different quest which you don't need. I believe it is supposed to be a 100% drop chance for shamans but I have just checked Wowhead and Reddit and there may be some kind of bug that it doesn't drop for all shamans 100% of the time. If I were you I would check the Shaman Classic discord they may be able to help you out. Hope you get it sorted mate.

Try Clear "Cashe" map in wow era folder, it mess with quest dropp for many quest in game sometimes.
