I mean, it IS a racist caricature of Japanese people. But it's a Japanese cartoon. They're mocking themselves ultimately. And as a white guy, if Japanese people want to poke fun at their own culture it's not my business to correct them on it. If they're using a racist caricature on themselves that.. perhaps counterintuitively makes it not racist. It's like black comedians telling jokes about black people, or fat people making fun of fat people. There are levels that people outside those groups can make jokes about, but when the joke is from someone within that group then there's basically no ceiling. It's all about context.
