My pick for this list would either be Eclipso (He's a literal deity of punishment) or Max Lord (Pulled off the longest con in Justice League history, and he's an all together devious telepath) Lord was done dirty in that WW84
The Eradicator is a lot more underrated than Mongul. In one appearance, it was turning the sun into a red dwarf, while terraforming Earth into the new Krypton. It was also doing this while effortlessly fighting Superman. In a recent appearance, it stomped the Justice League and created an army of Supermen. It can also absorb souls, manipulate matter, control machinery, teleport, use telepathy better then Darkseid & Maxima, and basically go Super Saiyan into a fortress mode.
I also used to think lex was bald because an artist mistook his design for the ultra-humanite; however, lex actually had a bald henchman whom the artist mistook for Lex
On Superfriends the Gentleman Ghost was defeated by Superman and Wonder Woman and if memory serves his revenge involved creating a ghost army by turning people into ghosts. He had to be put back in his coffin to be beaten by the Justice League.
Professor pig is a really good creapy bad guy in the video game batman arkham night and I really think that if he is shown in a movie like that, creapy and well done I'd be really happy
Prometheus is so underrated his parents were gunned down by cops and he Swore vengeance against the justice system he trained in multiple martial arts and he got a key to the phantom zone by a monk and he actually beat batman one time he has multiple contingency plans for heroes and blew up 3 cities and cut off Roy harpers arm
I'm disappointed on this list, this villains are well known and their power is well recorded, some of them have importat storilynes you even mentioned; the majority even made appearances outside comics, I was expecting true underdogs, like catman, ratcatcher o signalman, you know truly uknown villains that could be great in the right hands.
The Suicide Squad did a fantastic job of utilizing underrated DC villains

I love Parasite. He's easily one of the scariest villains full stop. He's the polar opposite of Rogue from X-Men.

Mongul is inspired by Thanos who are inspired by Darseid. Ultra-Humanite is underrated and he's a fun vilain in the JLA cartoon.

A first Eradicator was an irradiated politician named Creed Phillips then villain of Flash/ Barry Allen who lasted 1 issue destroying himself.

All of these channels need to work on their volume consistency half the time it's normal, the other half of the time you can barely hear anything
