Because Tim Burton made a huge mistake cutting Harvey Dent out of Batman Returns. Harvey could've had a 3-movie character arc because he was already introduced in the 1989 movie and had he been in Batman Returns, we could've seen his "Big Bad Harv" persona take over him. Then, his transition into Two-Face in Batman Forever would've flowed a lot better even if its Tommy Lee Jones playing Two-Face instead of Billy Dee Williams.
Obviously, proper safeguards weren't in place. Probably due to budget cuts. Searching for a cure for a rare disease can be very expensive and time consuming. Not many people will fund research of that magnitude. Fries must've been desperate to take such risks with his own safety. Poor Doc.
I liked this movie, but I just didn't like this scene where Bruce kept taking Allred for granted. He is an old butler, and you would think bruce would be at least somewhat considerate about Alfred's age.
Remember kids, if you're a scientist always put a covering on your vat of chemicals.
Also, don't have any terminals or anything electrical that is above said chemicals.

How come in both Batman Forever and this film the main villain's origin is only shown through a recap and we don't actually see it take place?
Because otherwise the movie would be too long. People tend to lose interest if they drag things out.
