He did have a section with only berserker brutes, and they did go berserk in a decent amount of battles. Having them all go berserk immediately would not be fair since they are pretty much as strong as the strongest elite, if not stronger by normal means

Tartarus didnt even have all that much health,its just that on legendary he had 3 scripts in which his shields had to be removed by johnsons special sniper,after the 3 scripted triple shots he becomes vulnerable,same goes to sesa rafamee the heretic leader,only regret has 6 bards required and the skull that makes it 11@alvzcizzler

To be fair in Halo 2 because of the civil war the Covenant would lose Elites a key military units so it make sense why H2 Brutes are stupid hard to kill, plus they might have been buff to fight the Juggernaut Flood but yet Juggernaut Flood where not in Halo 2 so Bungie forgot to nerf them.
True, an elite would never win in a fist fight with a brute, that is provided the brute isn't covered in plasma burns when the fight starts (though brutes are known to completely ignore injuries while in combat)
Of course an the elite ultra with a concussion rifle solos its not like they weren't one of the few things in reach the made me want to take a cheese grater to my balls on legendary runs still like the ultra most based elite but still of course it solo
