Eisenhower’s idea which he patterned after the Autobahn which he became familiar with when he was in Germany during WW II . Yes cudos to Pa . Highway Dept, Philly engineers, but I’m sure there was input from the Federal Highway Administration. Great job well done. Once again when different agencies work together for a common goal ! In this case it involved input from local,state, and federal agencies!

Road work/ construction is not cheap. Costs have gone up astronomically since the 1980s and a lot of these workers, if not all of them are being paid overtime or double time or whatever they get. Also, who knows what the cost is for this recycled glass material that they’re using in the temporary highway.
This 1st part is a temporary structure to restore traffic to the middle 6 lanes (3 each way), 2nd stage is to rebuild the bridges on the outside lanes and open 3 lanes on each side. 3rd stage is to remove Stage 1 followed by Stage 4 to rebuild the center portion of the bridge. The final stage is to repair and reopen underneath the overpass and restore the exit. What we see is not the full extent of costs.
Oh, count up all the major pieces of construction equipment, and figure out what the hourly rate is for three weeks. They working 24 hours a day seven days a week. So you have three crews with overtime for the weekend. Then, and you’ve got off, whatever that huge pile of manufactured rock. The material cost for those two walls. Six lanes of what I assume will be blacktop along with the center divider and outside walls. And of course, engineering drawings in about a week. I don’t know how many engineer to talk to get everything drawn and approved in that short amount of time. And I guess they’re going to need line paint
