Do I have to repeat the course modules and career interests and plan in the personal statement and yet I have already mentioned them in the development impact essays, objectives during the study and career plan essays for commonwealth shared scholarship? I feel like what you have given above works for university applications not for commonwealth, the question itself shows that they require a different approach, the question says The CSC encourages applications from candidates who have faced significant disadvantage or personal barriers to higher education or are under-represented in their field of study/workplace.

You are right. The sample here is for university admission. It is meant to get the university to nominate you for the scholarship. It is not the one for the CSC.
