Well yes, Egypt refused to allow Palestinian Americans and other dual nationals to leave Gaza without a continuous agreement for aid delivery, Using this as leverage to get the US to pressure Israel into allowing aid. It was a heated diplomatic battle before that was achieved.
Before this, Israel threatened to bomb any trucks entering without their approval and even bombed the Gazan side of the Rafah crossing twice to render it inoperable and prevent trucks from crossing. For 1.5 months after this, All aid that went into Gaza crossed only from Egypt. ~75% of all aid that entered and continues to enter was funded by Egypt, While the rest of the world including all international organizations & NGOs combined contributed the remaining ~25%.
Egypt also took responsibility for logistics and cost of transport of aid sent by other countries, And you can easily figure out how costly and problematic having hundreds of trucks and drivers leave their transportation occupation to park for weeks near the crossing could be.
Even the majority of all aid crossing nowadays from Israel is purchased from or provided by the Egyptian market because Israel doesn't want supplies from their own markets to go in.
So when you make a comment like this, I don't have the faintest idea what you're even talking about. Unless that's based on some random oppositionist propaganda you took at face value and never cared to fact check.

As non middleeastern my understanding of what El Sisi is saying is that Somalia is not a poor country..but due to instability in that nation many of things that Somalia could achieved unfortunately they missed it…and he simply said it can happen to Egypt too…
