So you can "text" people on the flight 20 minutes before landing all the time and then not be able to get anything to go through again until they land. So it's not anything out of the ordinary to not have your messages delivered when the plane is getting ready to land the inflight Internet is off.

Most flights have WiFi throughout most of the flight these days. "Texting" works just fine over WiFi. Quotes because it doesn't but what most people call texting isn't an actual text. iMessage, RCS messages and so on will. While traditional SMS through the carrier network will not work at altitude.
Nothing is business as usual when you are flying, and the ATC is juggling, sometimes many more planes than possible. I have seen tour groups go through ATC towers before, very lax standards.
I would be awfully surprised, if procedures at Reagan Airports would remain the same after the dust settles. Unless they get alerted about nearby planes every time. What is the procedure after getting alerted? Either you ascend or descend to avoid contact? Maybe he descended to avoid the other plane that was going out and didn't know there was another plane there lower? The plane that flew over them was more in the visual path than the one they hit.
