You have to remember, the special post-boss levels had to adapt the original game into something you could do in astro bot. Persona's gameplay is so different that it just couldn't fit into this gameplay style
technially there are 4 more bots you can get by playing Astro's Playroom and getting them in there so they come over. I would have been fine with loco roco (blue blob level) being persona instead but I love horizon so rather keep it.
