- An ordinance adopted by the city of Lowell last year is being questioned by a local man who claims city officials are abusing their power by charging him about $1,000 because he’s been involved in so many calls to police. (June 19, 2024)
Why is the person(s) calling not being investigated??????
Or rather... Why aren't they charging the false/excessive callers?

@@sodman4874 So I guess you would be yelling at the fire department for just sitting around too. There are only 6 full time officers and one car. This means that there are only 1 or 2 officers working at any time. What happens when there is a true emergency and the officer is dealing with someone causing trouble just to fill his YT channel.
@@bobroberts2371 Guess that town is going to have to do what other towns do when they require more public servants. They raise their city/town taxes and apply for federal grants. To blame this on the citizen accessing taxpayer funded services he pays into is downright ridiculous.
This is nowhere near the true entire story. Nothing was explained. I listened to the report twice and cannot figure out what happened!

Sounds like police are showing up at his house because some number of others are making false accusations. So instead of billing the false accusers, they bill him. It's the nasty sort of stuff that happens in social media (and is happening here) translated to the real world.
His UA-cam channel is drnstar. He purposely terrorizes the neighborhood by driving a loud moped, runs his lawn mowers, blasts loud music to get the police called on him and he records the entire confrontation for views.
This guy 100% deserves the fines the city is giving him.
This needs context. Is this guy making all the calls? Are neighbors calling about him? What is going on?

Canadian here. TV8's investigative reporter didn't investigate much! Didn't even explain what happened.(Does she know? / Why didn't she ask?). Her inexact questions were largely ignored.
1: Person calling 911 but police find no crime = jailtime for abuse of 911 and no further calls.
2: Person calling 911 and police confirm crime = jailtime for criminal and no further calls.
3: Person constantly calling police non-emergency line (compared to all other community members) = referral to state board of health for psychiatric exam and no further calls.
4: Person GETS calls from the police at all hours of the day and night = sue / call the FBI for investigation of constitutional violations by police / city and no further calls.

I agree with the point about a city or municipal agency's non emergency line 📞 . I'd add 108 seperate calls, calls for service are a bit much.

This seems like a good one for Institute for Justice to get hold of. The government using it's lien power to silence, harass and or subjugate someone who isn't on their preferred citizen list.

It doesn't. $1000 isn't excessive even on it's own, then considering it was 120 different (alleged)violations totaling $1000. An average of $1000 for each would be excessive.
No it doesn't. The fines are consistent across the board, treating all citizens the same. Ignorance is powerlessness. You have to fight when in the right but to fight when in the wrong is futile and comic.😂

I am in favor of the ordinance. I thought this story was one-sided. Why didn't someone talk to his neighbors to get their side of the story? Did any of his neighbors who called over petty BS receive a bill? Was any of his social media accounts mentioned by any of the police or neighbors? Or is he just guessing they don't like his speech?

Yes. That was at the end of the story. Reporter said one other individual received a similar bill. They mentioned this person and one other person call the cops on each other on a regular basis.

In almost 20 years, I've only had to file one police complaint ever. It was noise - a lot of it - at 3 am. Apparently I was not the only one who called too. The next time they did it, I just cut the power off to the floor they rented.

1 of this guys neighbors is "associated" with a town council member. Park wrong, loud music, WHATever! WHO got that ordinance pushed thru? WHO sponsored it?
The news went easy on this guy. One look at his UA-cam channel, and this guy is a frauditor and a liar. He purposely puts himself into situations where the police must get called and tries to get them in a catch 22 situation where he can file a lawsuit for money.

After I heard "UA-cam channel", I came here looking for this...one day YT suggested an auditor video, and I've watched a ton since then...and was right to figure he might be the same. MOST of these "independent journalists" seem like a scam, in it for clicks, money and hopefully a lawsuit. Also, while it's definitely not right, a person who chooses to carry on this way puts themselves on the cops radar. Again, it's not right for the police to target/harass him, but...in my opinion, it's like you sorta KNOW there's a good chance you're going to be, given what you're doing. Iy would be interesting to see a more indepth story on this.

I'm confused, if these calls are legitimate they should result in charges of some kind right? Example repeated noise ordinance violations can be ticketed and go to a court, which a judge can sentence a person to fines, it seems like they either have no evidence to file any charges, citations or infractions or are they attempting to circumvent legal proceedings. Sounds shady all the way around 🤨

2 people so far. If it sticks, more may follow. The average citizen who has very few calls to the police should be protected. Pestering any person or organisation with repeated calls of no valid concerns should be criminal, as this man is alleged to do for content to his channel. He's disgusting.
Also note that , on average , police are at his house every 3 days. He causes trouble with excessive calls, then posts how police are trying to silence him. He could be like 99 % of the population which has about zero contact with police but he chooses not to.
What exactly does the city of Lowell spend tax payer money on? The cities budget problems and lack of employee's does not give them a right to bill citizens who have already paid their taxes for these services.. Shame on them!.. I, as a citizen & licensed security officer; since 2000, Florida; can say you can call a PD or sheriffs non emergency line, 📞 . I'd add 108 calls for a private residence seems high.

Why aren't they arresting the people who keep calling for fraudulent 911 calls.
I work with the police, this happens a lot. We have several people that call us multiple times a week, to report things like kids walking down the alley, the neighbor mowing while they are trying to take a nap, you name it. Some people just want attention, and calling 911 is how they get it.
That isn't what this guy was doing though.

Let's hope you never have a neighbor who hates your lawn decor, thinks your grass is ugly, or just generally dislikes you. With that logic, you couldn't argue because they'd automatically be right no matter how true what they said about you was. There are two sides to every story.

If you just passed the ordinance,then you can't go back to past times before the ordinance was past and try to bill him for passed complaints,that's grounds for a lawsuit.

Just to clarify, this dude calls the cops on all of his neighbors. Police department are tired of his antics because they dont have a 911 abuse law. So the city came up with billing as a way around it.

Seems like the people of Lowell need to do an audit of their city's finances. If they have 6 FT officers and so much crime they can't deal with it all, I don't see how billing a citizen TWICE for public services fixes their crime problem.
