Adopting existing validated measurement scales has been an age long practice and not considered plagiarism. When you buy a Wheel-Barrow and other Agric Farm tools developed by others for your Agric research, do call those farm tools you bought from the developers plagiarism? In social science research, adopting already validated measurement scales is like using these other tools produced by others which also meet certain national standards before they can be sold in any country.
The use of neutral/undecided in a 5-point scale is not a waste of data. I encourage you to read only articles published by top journals. This will help you to rise above the argument. There is no way all your respondents will tick undecided. Again, undecided has a role in your questionnaire. In real like, you must give people the opportunity to say, I don't want to talk and not force them to respond when they do not wish to. Also, undecided/neutral serves as a bridge between the positive (Strongly Agree/Agree) and Negative (Disagree and Strongly Disagree) responses.
