Usopp was affected by the story, because as they said in his backstory, his father left his mother and him to become a pirate with shanks, and as we know he never came back... This episode shows that usopp was really hoping that his father would return, just like laboon 🥺

It's very dangerous and unpredictable, and it's surrounded by a thing called the Calm Belt where there are no sea or air currents and it's FILLED with monsters, so Laboon would probably die if they tried to reach the West Blue again. I don't want to spoil much about the whale stuff. But in short, normally Laboon's whale type is not supposed to live in this part of the world(it is explained very later on). His species live in a very far off sea land and he is completely isoleted here. So his only companions were those pirates that he was waiting for. But since they never came back he feels like there is not much meaning left in his life and is kinda suicidal. Luffy makes that deal to kind of trick the whale to not suicide, to give him some sort of hope or a meaning in life. Even if this is not a solution to Laboon's problem, cause he is still pretty much depressed over the pirates that left him, he at least hopefully don't kill himself while waiting for Luffy. As for his solution, well , that is adressed very later on. Like around episode 300-350 or somethng.
For ordinary pirates, the only way to enter the Grand line was through the reversed mountain. From the four seas, there is only one way to the grand line. And from the grand line, if you want to move to the 4 seas, you need to cross the calm belt. that's quite dangerous because the calm belt is the home of the sea king so most pirates will be operating in their home sea area instead of risking their lives on the Grand Line.
Laboon and the Rumbar Pirates are from the West Blue. Laboon will die if he leave the Twin Cape because there are much more ruthless sea monsters in the Grandline. That's the reason why they didn't want to take Laboon in the first place. He can't go back to the West Blue because of the Reverse Mountain. He literally just can't. There's a One Piece map out there. You can see it if you can't picture it in your mind.
