Maybe at some point, Joker put the bounty under an anonymous identity or his own name & not Black Mask, before they opted for a surprise twist. Also I wonder if originally Penguin wasn't going to be present at Lacy Towers.
Guess it started as a Batman-Joker relationships origin, but then they wanted to make it mystery and make Black Mask fake villain. Worked for me back in the day, i truly didn't know Joker would be in the game.
Maybe it was Black Mask (Or Joker disguised as Black Mask) and they just didn't reference him by name in this early cutscene. Perhaps "new guy" was meant to imply Black Mask and that he was the new guy in Gotham per Arkham Origins marketing?
I remember back in the day. The developers said that Black Mask was unknown by the public on who his idenity was but I guess that got changed into making it a year two story.
