Professor Pyg would be the one to yeet if you wanted to make the list interesting by not including the most evil of them. Even the games confirm this by having Joker say that Pyg is sicker than him and Harley on their honeymoon.
If I remember correctly, Firefly, Hugo Strange, Penguin, Riddler, Scarecrow and Simon Stagg all qualify as ‘Complete Monsters’ under TV Tropes guidelines.

I agree with the list with one exception. Mad Hatter should be at the top. I know it’s not _explicitly_ stated in Origins, but I’m like 99% sure “Alice” implies that Jarvis R-worded her in her words to Batman after saving her. I think Croc is ranked a bit too high on the list. Generally I think in the games they leaned a bit too much on Waylon being a giant monster that eats people you need to beat up and didn't really showcase his more sympathetic qualities.
Im surprised they even keep Croc alive and in imprisonment. I think he was so monstrous in games that in real life they would consider him as animal more than a man and just shoot him like rapid dog.

Harley and hear me out she literally eliminated multiple of police officers, pushed a doctor from a height in arkham city, Tried to stab batman in the DLC of Arkham city, In Arkham knight if you hear one of the tape recordings you can hear Henry make a joke about a death of a baby and Harley starts laughing really hard after he says that. Harley also captured Batman and tried to give him a slow death.
Zsasz can easily have his kills counted in the Arkham City model. They tally three hundred something and four. Out of favouritism, I want to put the Riddler higher. His death traps are designed intentionally to kill as there is literally no way through or out unless you have Batman’s equipment, and then you are cheating (according to Riddler). He is also big on torturing his victims. Arkham City saw them walking around for hours unable to stop, lest they explode and die. That is a lot worse than straight up killing. Survivors are going to need a lot of therapy after dealing with the Riddler.
I feel like... Riddler was way more evil than he needed to be. I'm fine with him setting deadly traps and not caring about human life, but I feel like the arkham series was a bit over the top for a villain who's really more of a silver-age villain. Also sidenote; I never really quite got the change of heart Poison Ivy had. She wasn't the _most_ evil villain ever, but her sacrificing herself for the GCPD and a handful of criminals came so far out of left field.
We all can agree that riddler is the most annoying villan and that's what makes him great. The hostages make sense because he would use them to attract batman to prove his superiority
I like to think Ivy sacrificed herself for the plants, not humanity, I’m sure if the fear toxin was around for too long it would’ve started affecting plant life as well
Riddler is a broken man because he always loses to Batman, so he always takes it to the extreme because he's super mentally ill, I think Arkham Knight gives some insights on that. For Poison Ivy, she did for the plants, not for the humans. Even the militia men say that if she had survived the battle, she would've turned on Batman the second she was powerful enough to strike and potentially destroying the whole city considering how powerful the plants Batman found were.
I heard one person complaining that Jason didn't do enough to try and destroy Batman but can we all remember that he's the commander of a military and was hired to do the stuff in that game by scarecrow who had his own agenda too
I’d say Harley Quinn was as evil as joker, she literally murdered a sick child with titan for joker and DR young’s experiments before the events of asylum, and she and joker eventually convinced Edward Burke (the kid’s dad) to commit suicide using laughing pills, just to take the amusement park he built for themselves, none of these villains are crazy enough for that kinda twisted act, the other villains have either remorse for certain others or are just arrogant and annoying sometimes, but not twisted to the core, like harley when she was with joker.

She might've been more unstable before Joker manipulated her into joining him but it's jarring to think Origins' Harleen is the same person who goes on to be behind what happens to Edward Burke. SS:KTJL doesn't seem like it did anything to put on her on some redemptive path either or show there's good in her.

You do realize that Jason committed aiding and abetting a renowned criminal with enacting terrorism and bioterrorism upon a city, right? And he did this by retroactively commanding the assisting mercenary group (for which he founded) for said terrorism, and even willingly aided with manning and activating the main chemical weapon, the Cloudburst, during the incedent. He also had two accounts of kidnapping with Barbara Gordon and Nora Fries. EDIT: Apparently from Arkham Knight's files, it indicated that Jason was also the hooded smoking man at Pauli's Diner who released the fear toxin causing many of the customers to hallucinate and begin attacking one another. So in a sense, he also contributed in instigating mass murder 😅.

Pretty interesting list. I feel like the most accurate way to rank the villains on this list is not by basing their wickedness on their crimes but on their motivation. Undoubtedly Joker is the most evil character in the Arkham-Verse but I feel like characters such as Two-Face have been ranked too high on this list. Sure, he mainly cares about money and will put a bullet in anyone who stands in his way but his actions are based on his coin, meaning he has a 50/50 chance to let you go as opposed to characters like Black Mask. Characters like Ra's and Dr. Strange are also wicked but they still have a sense of justice and their goal is to better society through their own horrific methods (it can be argued that Strange only does things for his selfish reasons) which is why I wouldn't rank them that high. It will take too long to give my analysis on every character but personally I feel like Victor Zsasz is the most evil character on this entire list. Zsasz is literally obsessed with killing people and if you are his target, he won't stop until he gets that tally mark. Characters like the Riddler or Penguin are childsplay compared to how dark he is.
Yeah I take some issue with the list too. There are people who are otherwise good but slip up and do things they shouldn't do, like the Fire Chief, the Warden, Det. Bullock. There are people who do bad things for good reasons, sorta, like Hugo and Ras, Victor Fries. Then you have people who do bad things but still have some structure and goal in mind, such as mobsters, Bane, Penguin, Roman Sionis, who largely stay out of the public's way. Then you have people who don't care if they hurt people to get what they want, like Riddler, Deathstroke, firefly. Then you have people who WANT to hurt people, that is their entire goal, like Pyg, Zsasz, Calendar man, Mad Hatter. Albeit, some of them are so mentally deranged it could be argued they aren't fully to blame, but still, they do what they do.

If you rank them solely on their actions then by that logic Batman should have been one of the highest on the list since he beats up mentally disturbed individuals. Motivation is one of the most important aspects to differentiate good from evil.
I think I do mostly agree but Strange is still a complete sicko. He tried to murder thousands and while most might have been criminals, plenty were political prisoners and chances are that only a handful of criminals in the city had ever killed anyone. He even had the plan to continue his killing spree if he succeeded in Arkham. Him and Ra’s completely deserve the top tier.
I can't believe we still haven't gotten proper live action version of him like he is in this game where bodycount is all that matters to him. What i've seen him in Gotham, Birds Of Prey and Batman Begins he has been more of a henchmman/assassin than serial killer.
You make some good points, but I wonder about Zsasz being evil. His actions are certainly evil, beyond question, but he claims to believe that by killing people he is setting them free from the pain of their existence, and that he is doing good for them. So perhaps in his own utterly insane way, his morality is good, though of course his actions are hideously evil. That said, though, Zsasz does seem to take pleasure in killing his victims, and seems to boast about killing them (especially in the comics), which does make it seem like it's the act of killing that he cares about, and not so much about freeing people from their painful and unhappy lives, so perhaps his "I kill people to save them from their pain" is just a lie, either that he tells himself, or that he tells the doctors in the hope that they will think that he is insane rather than evil. Certainly we never see Zsasz do or say anything that might hint that he does actually care about anyone, be they his intended victims or anyone else.
Honestly the only 2 things I would change: 1.make zsasz the biggest evil. He might not have killed as many as others like scarecrow but he literally kills people just to cut himself bc their lives are meaningless. That plus him finding pleasure in it. Scarecrow at least tries to attack Batman through others for the most part. Zsasz just kills to kill. And 2. I would switch calender man and croc. Calender man premeditated every single one of his kills to every holiday. He doesn’t care, once a holiday hits he will kill just to kill. I would move croc one lower bc of the reason you gave for man bat and Grundy. Grundy and man bat really have no idea what they’re doing. Their mind isn’t in control. That’s similar to croc. He still has his mind but as time went on (from origins to knight) he went from just a villain to basically a talking crocodile. He’s slowly losing his mind and is losing control of his body
You omitted that Zsasz has a tragic backstory. He is very evil don't get me wrong but you are leaving out the fact that unlike many other villains he actually had a backstory behind why he is the way he is. Calender Man is far worse than him and has a higher kill count, but without any tragedy that made him the way he is.

@thegrayone5666 His parents died when he was young, he lost all of his money to the Penguin which led him to becoming homeless, and then had to kill another homeless man who threatened to give him money. It absolutely does not excuse what Zsasz does and he's still evil, but it gives him more of a reason than a lot of other villains in the Arkham series and explains how his lack of value for life started. I will agree that the version of him in the comics is pure evil and one of the worst though.

I feel Killer Croc should lower into the Misguided section, he was messy here and there, but in his asylum bio, he was basically ridiculed since day 1 and that made him go the route of violence. He was never given a chance and was even treated like an animal when imprisoned. All of who he is started because the world saw him as a monster.
Joker went insane, that's why he was the way he was, but in Arkham Asylum, an audio tape shows a doctor saying that Crane wasn't mentally ill, but straight up evil.
If that's the case, then I suppose he's alongside Calendar Man are the most evil of the series imo. Joker would be there too based on who was as a criminal as we don't know for definite how he got there but it seems like going crazy after a tragic incident(s) was the likely option.

Even thou Joker is not included in this list i think his ugliest sides were shown in Arkham Knight when they showed flashbacks of him torturing Jason Todd, shooting Barbara through spine and list goes on. I wish to speak in defense of Arron cash because I don’t believe you have read the comics (the Arkham comics specifically…though if you have, I apologize) cash may be tough, but he has to be considering the job he has, the town he’s in, and the universe his world resides ( it’s still a dc world and Gotham is as prone to every strange event that happens) cash guarded the civilians rescued in Arkham city and for the record, he was against it as well believing small time criminals and regular adicts being thrown in with the real monsters knowing the danger they’d face and what they would need to do to survive. And yes, I can believe crock ate his hand for no reason. I pity crock but by the time we see him he’s embarrassed his monster persona.
I actually came here to say this exact same thing. In a place like Arkham Asylum, you can't treat it like a normal prison. You just can't. Croc would kill someone just for looking at him the wrong way, so it's not unreasonable to think that he would maim a security guard who had the balls to stand up to him. I know this is a completely different continuity, but if we want to talk about abusive prison guards, then the character Lockdown from Batman TAS is a prime example.
Unrelated but I wanna say about 9 mins in I noticed the background music and it was bring me so much nostalgia and I couldn't figure out where I recognized the music from then it finally hit me that it's from Jak 2 😂 11 yr old me use to love that game so much. Based on the audio logs from Arkham Origins and Arkham City, and Arkham City and Arkham Knight riddles, Quincy Sharp should be lower on the list. Sure, he was corrupt, I would consider him as evil as Warden Joseph, but he was influenced by Hugo Strange brainwashing by almost the beginning of his post as warden of Arkham Asylum, as far as it being the reason the Spirit of Amadeus Arkham persona was created, so one could argue that he wasn't actually responsible of most of his acts and, in any case, Strange should be considered as even more evil than he already is.

If I remember correctly, Firefly, Hugo Strange, Penguin, Riddler, Scarecrow and Simon Stagg all qualify as ‘Complete Monsters’ under TV Tropes guidelines.
Riddler and firefly are they only ones who have mental issues. I think Croc is ranked a bit too high on the list. Generally I think in the games they leaned a bit too much on Waylon being a giant monster that eats people you need to beat up and didn't really showcase his more sympathetic qualities.

Zsasz can easily have his kills counted in the Arkham City model. They tally three hundred something and four.
Out of favouritism, I want to put the Riddler higher. His death traps are designed intentionally to kill as there is literally no way through or out unless you have Batman’s equipment, and then you are cheating (according to Riddler). He is also big on torturing his victims. Arkham City saw them walking around for hours unable to stop, lest they explode and die. That is a lot worse than straight up killing. Survivors are going to need a lot of therapy after dealing with the Riddler.

I feel like... Riddler was way more evil than he needed to be. I'm fine with him setting deadly traps and not caring about human life, but I feel like the arkham series was a bit over the top for a villain who's really more of a silver-age villain.
Also sidenote; I never really quite got the change of heart Poison Ivy had. She wasn't the _most_ evil villain ever, but her sacrificing herself for the GCPD and a handful of criminals came so far out of left field.

Riddler is a broken man because he always loses to Batman, so he always takes it to the extreme because he's super mentally ill, I think Arkham Knight gives some insights on that.
For Poison Ivy, she did for the plants, not for the humans. Even the militia men say that if she had survived the battle, she would've turned on Batman the second she was powerful enough to strike and potentially destroying the whole city considering how powerful the plants Batman found were.
I heard one person complaining that Jason didn't do enough to try and destroy Batman but can we all remember that he's the commander of a military and was hired to do the stuff in that game by scarecrow who had his own agenda too

I’d say Harley Quinn was as evil as joker, she literally murdered a sick child with titan for joker and DR young’s experiments before the events of asylum, and she and joker eventually convinced Edward Burke (the kid’s dad) to commit suicide using laughing pills, just to take the amusement park he built for themselves, none of these villains are crazy enough for that kinda twisted act, the other villains have either remorse for certain others or are just arrogant and annoying sometimes, but not twisted to the core, like harley when she was with joker.

You do realize that Jason committed aiding and abetting a renowned criminal with enacting terrorism and bioterrorism upon a city, right? And he did this by retroactively commanding the assisting mercenary group (for which he founded) for said terrorism, and even willingly aided with manning and activating the main chemical weapon, the Cloudburst, during the incedent. He also had two accounts of kidnapping with Barbara Gordon and Nora Fries.
EDIT: Apparently from Arkham Knight's files, it indicated that Jason was also the hooded smoking man at Pauli's Diner who released the fear toxin causing many of the customers to hallucinate and begin attacking one another. So in a sense, he also contributed in instigating mass murder 😅.

Pretty interesting list. I feel like the most accurate way to rank the villains on this list is not by basing their wickedness on their crimes but on their motivation. Undoubtedly Joker is the most evil character in the Arkham-Verse but I feel like characters such as Two-Face have been ranked too high on this list. Sure, he mainly cares about money and will put a bullet in anyone who stands in his way but his actions are based on his coin, meaning he has a 50/50 chance to let you go as opposed to characters like Black Mask. Characters like Ra's and Dr. Strange are also wicked but they still have a sense of justice and their goal is to better society through their own horrific methods (it can be argued that Strange only does things for his selfish reasons) which is why I wouldn't rank them that high. It will take too long to give my analysis on every character but personally I feel like Victor Zsasz is the most evil character on this entire list. Zsasz is literally obsessed with killing people and if you are his target, he won't stop until he gets that tally mark. Characters like the Riddler or Penguin are childsplay compared to how dark he is.
Yeah I take some issue with the list too.
There are people who are otherwise good but slip up and do things they shouldn't do, like the Fire Chief, the Warden, Det. Bullock.
There are people who do bad things for good reasons, sorta, like Hugo and Ras, Victor Fries.
Then you have people who do bad things but still have some structure and goal in mind, such as mobsters, Bane, Penguin, Roman Sionis, who largely stay out of the public's way.
Then you have people who don't care if they hurt people to get what they want, like Riddler, Deathstroke, firefly.
Then you have people who WANT to hurt people, that is their entire goal, like Pyg, Zsasz, Calendar man, Mad Hatter. Albeit, some of them are so mentally deranged it could be argued they aren't fully to blame, but still, they do what they do.

If you rank them solely on their actions then by that logic Batman should have been one of the highest on the list since he beats up mentally disturbed individuals. Motivation is one of the most important aspects to differentiate good from evil.
I think I do mostly agree but Strange is still a complete sicko. He tried to murder thousands and while most might have been criminals, plenty were political prisoners and chances are that only a handful of criminals in the city had ever killed anyone. He even had the plan to continue his killing spree if he succeeded in Arkham. Him and Ra’s completely deserve the top tier.
I can't believe we still haven't gotten proper live action version of him like he is in this game where bodycount is all that matters to him. What i've seen him in Gotham, Birds Of Prey and Batman Begins he has been more of a henchmman/assassin than serial killer.
You make some good points, but I wonder about Zsasz being evil. His actions are certainly evil, beyond question, but he claims to believe that by killing people he is setting them free from the pain of their existence, and that he is doing good for them. So perhaps in his own utterly insane way, his morality is good, though of course his actions are hideously evil.
That said, though, Zsasz does seem to take pleasure in killing his victims, and seems to boast about killing them (especially in the comics), which does make it seem like it's the act of killing that he cares about, and not so much about freeing people from their painful and unhappy lives, so perhaps his "I kill people to save them from their pain" is just a lie, either that he tells himself, or that he tells the doctors in the hope that they will think that he is insane rather than evil. Certainly we never see Zsasz do or say anything that might hint that he does actually care about anyone, be they his intended victims or anyone else.

Honestly the only 2 things I would change:
1.make zsasz the biggest evil. He might not have killed as many as others like scarecrow but he literally kills people just to cut himself bc their lives are meaningless. That plus him finding pleasure in it. Scarecrow at least tries to attack Batman through others for the most part. Zsasz just kills to kill.
And 2. I would switch calender man and croc. Calender man premeditated every single one of his kills to every holiday. He doesn’t care, once a holiday hits he will kill just to kill. I would move croc one lower bc of the reason you gave for man bat and Grundy. Grundy and man bat really have no idea what they’re doing. Their mind isn’t in control. That’s similar to croc. He still has his mind but as time went on (from origins to knight) he went from just a villain to basically a talking crocodile. He’s slowly losing his mind and is losing control of his body
You omitted that Zsasz has a tragic backstory. He is very evil don't get me wrong but you are leaving out the fact that unlike many other villains he actually had a backstory behind why he is the way he is. Calender Man is far worse than him and has a higher kill count, but without any tragedy that made him the way he is.

It absolutely does not excuse what Zsasz does and he's still evil, but it gives him more of a reason than a lot of other villains in the Arkham series and explains how his lack of value for life started. I will agree that the version of him in the comics is pure evil and one of the worst though.

Only thing I would need to change is Calender Man HAS to be at the very top tier. Premeditated murder, stalking, zero remorse, tells the stories as if he’s proud of them. He chopped his father into pieces for fish bait. Stalked a woman and then forced him onto her and when she protested he just killed her. Dude was a literal monster and it was just as bad trying to envision that stuff.
Yeah, I think I've just come to conclusion that he's the most evil character in the series alongside Joker. Even more than a Zsasz, he doesn't believe he's doing it for a greater purpose or to help people in a twisted way, just because he wants to. As far as we see.
I feel Killer Croc should lower into the Misguided section, he was messy here and there, but in his asylum bio, he was basically ridiculed since day 1 and that made him go the route of violence. He was never given a chance and was even treated like an animal when imprisoned. All of who he is started because the world saw him as a monster.
Joker went insane, that's why he was the way he was, but in Arkham Asylum, an audio tape shows a doctor saying that Crane wasn't mentally ill, but straight up evil.
If that's the case, then I suppose he's alongside Calendar Man are the most evil of the series imo. Joker would be there too based on who was as a criminal as we don't know for definite how he got there but it seems like going crazy after a tragic incident(s) was the likely option.

I wish to speak in defense of Arron cash because I don’t believe you have read the comics (the Arkham comics specifically…though if you have, I apologize) cash may be tough, but he has to be considering the job he has, the town he’s in, and the universe his world resides ( it’s still a dc world and Gotham is as prone to every strange event that happens) cash guarded the civilians rescued in Arkham city and for the record, he was against it as well believing small time criminals and regular adicts being thrown in with the real monsters knowing the danger they’d face and what they would need to do to survive. And yes, I can believe crock ate his hand for no reason. I pity crock but by the time we see him he’s embarrassed his monster persona.
I actually came here to say this exact same thing. In a place like Arkham Asylum, you can't treat it like a normal prison. You just can't. Croc would kill someone just for looking at him the wrong way, so it's not unreasonable to think that he would maim a security guard who had the balls to stand up to him. I know this is a completely different continuity, but if we want to talk about abusive prison guards, then the character Lockdown from Batman TAS is a prime example.

Based on the audio logs from Arkham Origins and Arkham City, and Arkham City and Arkham Knight riddles, Quincy Sharp should be lower on the list. Sure, he was corrupt, I would consider him as evil as Warden Joseph, but he was influenced by Hugo Strange brainwashing by almost the beginning of his post as warden of Arkham Asylum, as far as it being the reason the Spirit of Amadeus Arkham persona was created, so one could argue that he wasn't actually responsible of most of his acts and, in any case, Strange should be considered as even more evil than he already is.
It's been suggested that Mad Hatter has abused children, so if he's not in the top tier, I have to wonder how anyone is...
