it' s a type of movement where the rotating motion is delivered electrically instead of by a spring but the actual regulation of the timekeeping is still done via balance wheel. this is a very interesting kind of movement that was used also in hamiltons ( ventura i think ) and some soviet watches like the slava electric. it never gained much populatity because it is more fragile than a mechanical movement, not much more accurate and requires battery changes quite often
Personally i dont care about precise timing as every one got a smart phone nowadays. I think mechanical watches are best investment and fascinating to look at.
