Btw I think the undying ghost spell benefits from the novice conjuration perk, and can get maxed from just 300 magicka, if you have more tho it just takes 300 and not all of your magicka regardless
For Necromancer wannabee builds just make sure you visit asap the Ritual Stone. There is a spellbook there regardless of your level called Undying Ghost. The Undying Ghost's battle power depends on how much magicka you have. The higher your magicka, the more powerful UG is. The UG is so good early to late game. Just conjure him up and let let him do the work. So increase your magicka every level up. What I did was up to level 11 I train my Health, 12 to 31 Magicka , 32 to 41 Health and 42 upwards will be spent on Magicka. I played this on Legendary and on Survival.
If it really is random, then drop a save in front of the vendor selling the tomes, hit them until they turn aggressive, then reload the save. Their inventory will be reset. Also a necromancer build would benefit quite a bit from going through the Dawnguard DLC on the vampire side as one of the Volkihar vendors sells healing spells that work on undead.
I found the Undying Ghost spell at the Ritual Stone. The tome was laying on the ground. It could easily be knocked around by destruction spells so I'd save before going up there.
The runic robes are called the ascendant necromancer robes (to my knowledge) you can fight the arch necromancer near winter hold to get them but be sure to save outside his cave cause he only has a chance to spawn with it
Yeah, that chest contains all 16 spell tomes from Arcane Accessories (if you're high enough level anyway). There used to be a quest to find it, but they removed all the auto-start stuff with this patch. Curiously there also seems to be a "Necromantic Arts Chest" with all 13 spells from this. I managed to spawn one in with console commands, but I have no idea whether it's actually placed in game anywhere.

From what I heard and saw in screenshots, it's possible with the new robes and spells, along with the vanilla Twin Souls Perk, you can conjure up to 6 Undead to help you in battle. So far, I've only managed to summon up to 3 but I haven't found everything yet.
Even in vanilla skyrim, you could have two dead thralls with staves of raise dead, and Sarana as a follower who raises dead during combat, technically you have six undead at once. Seven if you count the death hounds as undead.
Use the necromancer hood for +1 summon 2 ancient deathpriests (they’ll be killed by othe spawns to turn into 6 tortured) Total 2 - spawn bone colossus Total 7 - spawn 4 skeletons Total 11 - staves and serana Total 14
Summon two weak skeletons, then soul split both of them into four shades. Also works on raised dead, so use ritual power, then soul split everything. 😊
To get the spells I just would quick save and buy the new spells I didn’t get. Hit Phinis Gester until I got a bounty, then yielded and loaded back to the quick save. Checked his inventory. And It resets with different spells. Not always but sometimes I would find the new spells. Also waiting 24 hours is something I did occasionally but idk how much that affected anything.
I know this is old, but if you fight the boss Necro there. If you save before entering the boss room. You can reload until he is wearing the runic and masked hood. It's RNG. So just save scum. But it is at the dungeon.

The enchantment the necromancer has is a unique enchantment that you can disenchant called “Empower Necromancy” it makes Conjuration spells last longer and allows you one additional summon for lesser undead and such as ghosts and skeletons (not Deadra, familiar or Arniel’s shade) but you can summon an appropriate after you summon any of those. If you use soul split on both summons following these rules you get four sundered shades, if you don’t have twin souls perk.

Okay, not too bad, they made it so you can at least summon two things at a time. I had a mod (kiss that goodbye), that enabled me to summon multiple undead.
