Not a gas valve problem you should be receiving 24 volts for 3 to 5 seconds not a second indicating a faulty control board usually will lockout furnace on first try and will not repeat cycle. Upon further inspection the capacitors where faulty and the relay wasn't clicking when calling for valve to open. replaced caps and relay and furnace is working and tested all safety functions all are functioning as intended by manufacturer.

sequence of furnace :
1. thermostat set and calls for heat
2.Control board does its safety checks
3.inducer motor starts
4. Pressure switch closes if properly vented.
5. furnace igniter receives voltage.
6.gas valve opens.
7.flame sensor senses ignition
8.blower motor starts
9. thermostat waits till its satisfied with temperature (furnace usually does 15 minute cycles)
9. gas valve shuts off and depending on time delay blower motor will run to fully exhaust all the heat inside heat ex changer i recommend over 90 seconds to extend life of heat exchanger
