Impatient BMW driver skips turn lane

In this clip as you can tell I see this all the time when cars do not want to wait in line but instead charge up to the light and then cut over on other drivers. This is of course aggressive driving and to be honest I don't know why more police departments do not patrol this more often as this often leads to road rage and tempers becoming unchecked.
