Happens in the military too. Every email I sent where it was multiple people I had to go from highest ranking to the lowest. Now that I’m a civilian (still working with the military) just way more control on what I do, I always make it a point to email in random order just so they know I don’t give a damn and they can’t do anything about it lol
In a more formal culture (e.g. the USA when I began working 50 years ago) this was considered a basic display of courtesy and respect. No one would have dreamed of sending a memo addressed to Bob, Fred, Joe, and Elon,
