It is simply a person explaining to a someone reluctant that he may have a solution for them, and the reluctant considering the proposition and accepting it because it make sense. It's... I don't know, I feel it's rare for people to have their shit together in TV series.
This is one of the few episodes I love a lot, because even if it was accidental, they wrote the reactions correctly. It always annoys me that a lot of people think the Tollans are 'arrogant' and they deserve comeuppance. But I don't see them as arrogant at all. Omac's aloofness is quite correct, because it shuts down 'diplomatic' gesture from the start. Friendly diplomacy generally just means 'we want something from you'. Omac is telling them in no uncertain terms, not going to happen.
Omoc decided he HAD TO TRUST Daniel Jackson to get the Tollans to the Nox homeworld, which he did. It took a bit of convincing, but Da iel had to gain the Tollan leader's trust eventually.
Daniel had nothing to gain from seeing the tech at work, something tells me the phasing tech is somewhat more complicated than the comm tech Omoc used to send the signal, and Daniel clearly was knocking his head against a wall just trying to understand that. I think Omoc also got the idea that Daniel was moderately technically minded, but more suited to interacting with other races and understanding their cultures - 1st priority anthropology / archaeology vs distant 2nd or 3rd priority astrophysics / hardcore science was ever Daniel's vibe.
Presumably the device can be calibrated/programmed/tuned to only phase displace matter in a particular direction or plane (relative to a gyroscope like when you wear a VR headset) - obviously you don't want the wearer to immediately pass through the ground the moment you turn it on.
I was soooo mad they killed off my 2 favorite races the Tollans and the Asgard by the end of the series. I had always hoped Narim survived because of that broadcast from him and how they never actually showed him die but it never happened
Ikr, I hated their treatment of Tollans especially. Since they were written off just to make Anubis dangerous and position Earth has savior of the universe. The most annoying part is that they could have written the Aschen as the enemy after the Gao'uld with the Tollans as taking the position of allies like Asgard. But nooo.... Well, yeah, that and they also thought of themselves in the same way to how the future society in Star Trek think of themselves, as more advanced politically, socially, philosophically in every way to the early primitive societies on Earth. I mean, just the way Picard and some of the other starfleet people speak of the past, things like "We've moved beyond war" and the concept of not having money in the future. All of these things makes me think the Tollan are in Star Trek level of technology and live in a utopia like Star Trek. Thus, they would see us as primitive.
