Anime was too new at that time, there wasn't much emotional connect with the characters going on. Haku was just a random character who died. Whereas Master Jiraya and Minato & Khushina had lot of emotional background, history, connect and storyline going on behind them. Plus haku's death didn't affected anyone. But Master Jiraiya's death Directly affected the protagonist. How naruto finally found a father figure in his life, his god father and lost him. On the other side Minato and Kushina are one of the most loved and least hated characters in all of anime world.
