  • Ask anyone who knew James Frank Foster Sr., and chances are you’ll get a common theme: a man with integrity and a passion for public service. Foster is the subject of our latest Black History Month profiles as we recognize members making a mark at the Charleston County Sheriff’s Office, as well as those who blazed trails before them.
    Foster retired at the age of 82 in 2016 from the Sheriff’s Office, capping off a legendary public service career that included more than two decades in the military and numerous law enforcement positions throughout South Carolina, which also included a stint as the police chief in the town of Patrick.
    Foster passed away in the summer of 2023, but his life and work continue to inspire generations.

    Sirry to hear about the loss of a wonderful man. He lived a very long life. Thank you Officer Foster for your service for the military and police department. You will always be loved and missed by your family.
