Hi ! First off , G Man had NO INTENTION for The Freeman to be in Black Mesa ! Further more , The Vortigaunts plugged him out of Xen and back to Black Mesa safely to take the long run. Delaying the terman nuclear bomb. G man had to wait for Gordon to be out of Black Mesa to detonate his bomb so Shepard was sent in but also if Freeman fails , Shepard could continue his work and G man needed a witness , Shepard to make sure Freeman escaped . G Man intention was always to send Gordon to Xen unarmed and out men. He wanted to see how Gordon would defeat Nihilant without Earth Weapons but the vortigaunts delayed his plans
The gman quite literally travels through time and makes the residence cascade happen because he needs Gordon freeman to fight for him against the combine. That's why he's observing you the whole time. He needs you to get rid of the nihilinth and he needs you to fight against the combine. That's quite literally like the entire point of the gman, the hiden puppeteer. Gman has been behind everything, even Gordon freeman being the one to go into the test chamber and start up the residence cascade. He needed to do that to show to his employers that Gordon is useful to them. Did you like miss the entire story of half life somehow?
Also the vortigaunts didn't delay anything. They didn't help gordon in hl1. They were slaves, if you're talking about the intro scene they're inspecting him, when the alien controller doesn't turn the vortigaunts violent they don't attack Gordon although they probably already knew who gordon was and what his importance was gonna be in the future because of their vortesence but in HL1 they didn't interfere at all. They couldn't do anything since they were enslaved

G man wanted to see how you do in Xen , but since you made it back to Black Mesa G man had to wait and needed a witness that indeed Gordon has entered Xen. After that and not before the bomb could safely go off : The Biggest emberesment has been the Black Mesa incident.

However, we believe that Valve has the ability to lead the story well, even if there is no predefined direction, therefore, they have some room to work with what is already clearly established and with that it's possible to project how things can go. With all that said, my impression is that G Man's initial interest in Gordon Freeman would be relative to the other members who were also directly related to the experiment that led to the resonance cascade, that is, he was only interested in having all these agents under control so that his plan to cause the resonance cascade could be achieved. However, I believe that this was only part of a larger plan (which possibly had to do with the elimination of the Nihilanth) and that he also observes how other events unfold and I believe that he realized how Gordon Freeman was able to survive unlikely circumstances (since he himself has already stated that he did not have full knowledge of the capabilities of certain agents, such as Alyx, which he ended up realizing after the end of Half Life 2). I even believe that potentially Adrian Shepard should have been in charge of G Man to carry out this plan. However, I believe that he may have adapted to the situation when he observed that Gordon Freeman was a possible more capable agent than Adrian.
