The power of music has alarmed those who wield power, just as the pipes of shepherds frightened predators. Religious and political leaders have, with their own motives, tried to regulate the use of music by their citizens. Music has always had the potential to make people fall into a trance, to dance and to move. When new musical instruments have been developed, they have been stigmatized as sinful or as harmful to humans. The ability to play has been seen as the gift of the devil, having the power to make people dance, even against their will.
