And if we consider the indirect death caused then Joker would have more since he directly influenced the creation of TwoFace and Harley so i think he do have some credit there. Joker set off a nuke in Metropolis killing 11 million people in the Injustice game, comic and upcoming movie. Harley was with him and Superman was tricked into setting off the nuke but it was Joker who set the plan in motion so their kill counts are not even close.

And the 20 million from Nicholson’s Joker dropped on the crowd was not legal tender and could not be used to settle debts public nor private.
