Ueno is a very complicated character. If you read the Manga, which I highly recomend, you see that Ueno is actually in love with Ishida and the only time he really gives her any attention is when she joined in with the bullying. There is also that the teacher pushed all the work of helping Shoko onto the students especially Ueno, which she gladly did at first. But any time something went wrong Ueno was yelled at for it and Shoko would just apologize instead of standing up for her or blaming the teacher for being unfair. This is what lead her to bully Sahara because when she helped Shoko she would get nothing but praise. Ueno getting in trouble is also the reason she tells Shoko on the Farris wheel that they never tried to understand each other and that it wasn't their fault because they were only children and basically the adults were the ones at fault. When Ueno takes the hearing aid from Shoko at the crosswalk she does so because once again she loved Ishida and was trying to reconnect with him by doing the only thing he gave her attention for, bullying Shoko. There is so much more that you pick up about Ueno by reading the manga, she has her faults but she is a character that is more understandable then the movie had time to flesh out. Actually all the side characters get fleshed out a lot more in the manga, they all have their good and bad points which they all wrestle with. The movie doesn't do Ueno justice, you realize that she is as much a victim as the rest of them but only in a different way. Now with all that said it doesn't justify Ueno's actions but they are better understood why she acted the way she did. These are just some of the things that the manga gives perspectives on about Ueno, there are many more but the movie would be over 10 hours long if they went in to all of it so I can understand why everyone always hates her in the movie lol.
