I watched this video just to check whether it was possible in the rematch.
It's relatively doable in the stage because of the guts blocks, but it seems like you need to do some AI manipulation to beat him without them

I hate the Sniper Joes in MM1. They are purely random and don’t have a pattern.

Actually they aren't purely random. Trying to jump past them will make them jump back and shooting at them will delay their next move.

Freeze them with Ice Slasher, and when they try to drop their shield while frozen, pull out the buster and just wail on them.

Awesome, that's how it's supposed to be done - no glitches, no death, going fast :) No E-tanks in this game, so no need to worry about that :D

i refuse to battle the megaman enemies un less Lay are done in the correct number order and hopefully with out needing to dodge cutman attack we only have megaman power up 1 and megaman maverick hunter x and megaman x 1 super Nintendo and megaman 8 PlayStation 1 and cutman is up first

Just a few days ago, finally managed to beat Mega Man 3 this way, buster only no death no glitches (including not using the E-tanks too, of course, that aren't in MM1) :
