I'm actually kinda blown away it floated at all, let alone with a full crew manning it. I was just expecting it to tip over especially with how rapidly the water was flowing back and forth!
I remember every time you move this on a non-water surface it gave a loud SCREEEEEEEEEE..... plastic drag scratch sound... coulda had wheels to make it mobile even though it's a water toy. Mostly I just pulled the guns off and let the joes use em in battle cuz I got most of my toys from garage sales and they usually weren't equipped, cuz my non-rich folks did what they could, I appreciated this $3 piece of scrap as a kid :) No matter the holiday, all I ever wanted to receive was action figures or vehicles, usually I got socks :(
Which of the 3 is supposed to be the driver? In a way this looks more like it was meant to be on the roof of a playset, but was sold as a boat when that set was cancelled. The lack of a proper front or back you'd expect of a vehicle just seems very odd otherwise.
I was under the impression that it was a sea-base/platform and didn't move once it was towed into position, I could be wrong though. But you're right: it would make a nice top for a Cobra base!
Was that Hydro viper a left over of Cobra La. It looks like it could be their diver. they just never got to fit in their card. its body looks as organic.

I am quite surprised that it floats! Kind of an odd looking toy, now I remember why I did not buy one.
